When Volunteer Canada’s Screening Handbook http://volunteer.ca/en/catalog/the-screening-handbook was first published in 1996, the practice of volunteer screening was relatively new. Canadian organizations did not have a uniform response to the issue of screening employees and volunteers, and in only a few cases did laws or policies require that screening be undertaken. 

Today, the non-profit sector has widely accepted volunteer screening. The challenge organizations face now is how to screen -- how to find a practical balance between the duty to provide a safe environment and the limits of what organizations can afford to do, or have time and resources to do.
